front license plate attachment

My wife has her first ever Volvo a gorgeous denim blue xc60 purchased via osd. Had it trucked to us as we live 150 miles from the dealer. Our local dealer, 40 miles from us, closed their osd program.
Simple question but I want to get this right: how is the license plate frame attached to the front? The metal frame was just tossed in the trunk for us to deal with.
I see two very small pilot hole marks that correspond to two holes in the frame. The back license plate frame is attached to the body with 2 T30 round head metal machine screws. I don't want to make a mistake.
The front mounting area seems to be fiberglass. Ideas? Thanks and sorry for the overly simplistic post. Normally with my 50 years diy car repair and maintenance experience I would just do this, but I don't want to make a mistake.

Normally the frame comes with a package of four small black screws. Two are used to attach it to the front bumper where those two small divots are.
For more secure fastening, you can use a barrel nut and screw. Some Volvo's come with those as means to attach the front plate bracket.
You could have continued to use your ranchhand user name, BTW.
