Tow Hook Covers
I wonder if anyone has had this problem, not long after I bought my 2018 XC60 I noticed one day that the tow hook cover on the rear bumper was hanging loose, so I looked at it and snapped in back in place. Much to my surprise its happened several more times since then, Well moving forward to this week, I noticed the tow hook cover on the from of the car was completely gone. Now I'm convinced that this is a poor design issue, Rough road vibration with cause these covers to pop loose and completely fall off. I went to my dealer the other day to show them and get the replacement part. I suggested that the design was a poor one and the tech agreed as well, however he said the warranty does not cover the replacement, he says that we mush have bottomed out the front of the car and popped out the cover, there were a couple of small scratches on the under side of the front bumper ( and I mean small). It was difficult for me to argue the design issue was the cause. Needless to say the replacement cover is going to cost me 155.00 dollars because they have to match the paint. I'd like to hear from anyone else that this has happened to and what you did to resolve it. I think there should be recall fix for this, maybe attaching a tether of another way of making it more secure.
That part [ 31449210] keeps coming loose on my vehicle also.

The technical bulletin says: "Use tape P/N 30643492 (50x25x0.6) and cut a small piece 8x11 mm. Apply the tape on the locking tab in order to increase the thickness of the tab on the loose cover or the new cover, see attachment TJ33542.jpg."
I cut a small piece of weatherstripping foam tape and applied it to the tab. The part now seems to stay in place. I will keep an eye on it to see if it comes loose again.
Another option is to use a large drop of silicone caulk on the rear of the part to fix it in place, but that will make the piece harder to remove.

I had exactly the same issue here in UK. Alerted Volvo to the loose cover and they did nothing about it at my last service - now it has fallen off and they’re charging £60+ to replace it. Appalling, especially as this is clearly a known problem to them as the bulletin confirms.
Yes, it's a known issue. Volvo is pretty much ignoring it. Some owners are attaching it to the frame by gluing a zip tie to it. I have the retractable tow hitch, so there is no tow hook behind the cover, but it can still become dislodged, and need replaced, so I glued it right to the bumper.
