What does a 2002 S60 share in common with an XC60?
Yes, the switch pack on a 2002 S60 is programmed to the car. That does not mean that every window switch on every Volvo is programmed to the car.
I know you have some incredible need to always be right. But please just stop before you embarass yourself again. Unless you want to create another fake account to vote for yourself again.

My experience is that any Volvo from the era that I cited and up has a driver's window "module" and the switch is part of it. That's why you can connect the scan tool to the module and see codes.
Since an XC60 was released in the 2008 model year, it is certainly above the year model mentioned that needs coded or programmed to the vehicle. Our local dealer confirms same.
To my knowledge, the last Volvo produced that the switch was a simple mechanism was the early S/V70. After that, the switch became part of the driver's door module.

For a P2, you are correct. The switch pack is the Driver Door Module (or Passenger Door Module).
This is not a P2. The P3 (and P1 for that matter) uses a plain old switch pack that connects to the DDM (or PDM) behind the door panel.
