2002 no crank, key wont advance past position I

2002 no crank, key wont advance past position I
No problems with this vehicle until last Thursday when I tried to go to work. Now it will not start.
- Key won't go past position I
- No codes
- Shifter is in park
- Steering wheel locks and unlocks
- Tried the spare key, no luck
Thinking it may be the "start inhibitor", but not 100% sure. I was really hoping for some codes from it, but the reader comes out clean.
Local dealership will sell a new inhibitor for $250. I hate to buy this and it not be the problem and be stuck with a part I can not return.
Any ideas?
