Bi-Xenon head lamps

Bi-Xenon head lamps
I have recently purchased an '07 XC70 with the Bi-Xenon headlamp option. This option replaces the low beam with the Xenon light which is both low and high beams. The separate, standard, halogen high beam bulb is left in the housing all wired up but does not come on. I assume that the ECU program is changed when the Xenon option is installed effecting this change.
Is there a way (other than wiring a separate circuit) to have both the Xenon high beam and the standard halogen high beam both come on?

What lights are on when the switch is in the off position? If none front or rear - someone has turned daytime running lamps off using VIDA or a compatible scan tool. I've done that with all my cars when possible - makes the bulbs last longer and you always have the option to leave your lights on if desired.

Brights/DRL ?
Based on my owners manual, p199 that inner light with the Halogen is the high beam when cars have the active BiXenons low/ high beams.
Also noticed that the self adjusting motor no longer moves the lights when first turned on, side to side is fine. I’m starting to suspect an upstream issue ( ballasts, relays, or stalk/ switch)
