Default 06 Bi-Xenon Operation Question

Hi all,
I have an 06 V8 with Bi-Xenon headlights. Had it for a while now and love it, but there is a weird bug that I cannot for the life of me figure out and need your help before I go nuts. If I have the engine OFF but key on....turn on the headlights, they are fine, put the lever in high beam position and BOTH sides move as they should for high beams.
Now....turn the engine ON do the same procedure and only the DRIVER'S side moves up, the passenger's side stays put. No matter what I try, it does this religiously.
Any thoughts??? I am totally baffled!

hi check the wiring for chafing inside the headlight dont do this with lights on very very hi voltage,other reason could be a fault in the headlight module may req a software upgrade at your volvo dealer

I've checked all the wiring and haven't found anything that looks to be suspicious....I've even gone so far as to swap headlights in my shop left to right and the oddity still stays on the passenger side, so that eliminates the headlight unit I guess.
