Default 2 front 12 volt power outlets pulling 3 volts

The 2 12volt power outlets in our 2005 XC90 we noticed stopped charging our phones. I checked the only fuse I found for them under the drivers side knee bolster) and it looked fine. I put a volt meter on each outlet, and get a reading of 3 volts. Also, the passenger front seat has stopped working at the same time---again, fuse is good.
HELP!!!! ......not sure what to check next.

Have you checked the fuses next to this to be sure you are getting a correct reading ?

I'm not sure I understand your question. Are you asking if I checked adjacent fuses?

Yes, have you checked other fuses ? Also , use a test light too to see if the fuse(s) can support a load instead of showing you voltage with a DVOM .

How/where would I search for a bad ground?

Default bad ground

If you are connecting your meter to a good ground and you are still reading 3 or 4 v on your meter , you have a voltage problem not a ground problem .

If you have reached you limits and are not sure how to proceed , it would be best to do this . You will just hope you get someone that can find it w/o costing you a misdiagnosis .

UPDATE: After days and days of the problem I described (no 12volt accessory power to outlet in dash and back of front console---and no power to passenger power seat), both started working again........for a couple days. Now they have both quit again. They both either work or do not work "simultaneously"..........

Can someone tell me if the two outlets and the passenger front seat share a "common ground".......??

HELP! Thanks!!

Are you having a voltage problem or a ground problem ?

Are you using a volt meter to test the accy. power outlet voltage ? What are you grounding the voltmeter to in order to test your problem ?
If you are getting less than 12v you are looking for , it is not a ground problem but a voltage problem

I'm having exactly the same problem with our 2006 XC-90 2.5 T.

The 12 volt power outlets have no voltage (read with a DVOM).
The right seat does not work.

Someone asked if the OP has a voltage or ground problem. Well, that IS the question isn't it? There must be something common to both the 12V Power outlet and the right seat. But what is it? Does anyone have a link to a wiring diagram? (I can read wiring diagrams).

The OP said that his began working but then quit again. I can't tell if ours is intermittent or not. It's not every day that someone adjusts the front passenger seat or tests the power outlet. But I can say this for certainty: There is no power to either the front or rear power outlet and the right seat does absolutely nothing when the buttons are actuated. I've checked all of the fuses on the fuse block that the Owner's Manual says provides power to the power outlet.

I hope someone can help with this. The dealership's pricing is too outrageous to take it to them without a really good effort to diagnose and repair myself.

There's only one fuse for both outlets. Is there power to the fuse?

There isn't anything shared with the seat that I'm aware of. I'd have to double check the diagram but the 12V outlet is a very simple circuit.

Thanks. I'm also studying the wiring diagram from the source given above.
The one fuse to the two power outlets is good. But I didn't check for power at the fuse itself yet. Will do that today.

I was hoping that the two failures were related to one 12v line somewhere. Will keep learning how to go from page to page in the wiring diagrams.
