Exclamation Mystery part identification

This part fell from the driver side while I was replacing the evaporator. I think it might belong to the steering column component but I have not been able to find out where it goes. No one has been able to help. Help...I cannot continue putting my car back together until I put this part back where it came from.

It is stamped VOLVO and WITTE(makers I think). The numbers on it are 08659081 A and the Pat. Nr. is 0176663.

This is an animation I found of the part.

I think the part is for filling gaps and providing compensation for areas where the 2 joining parts should remain parallel.

Should go between the body and the black dash support, I believe. The bolt goes through the body in the door jamb, through that and into the dash support.

Thank you so much ES6T for the quick response. And for the record...you are absolutely correct in determining where this "mystery" part belongs. I went out briefly and looked at both sides of the member and I could see the right side "mystery" part is there and the driver(left) side "mystery" part in fact is missing. I have spent numerous hours hunting and being frustrated about this part but now I am confident that I can return it and finish my work on the car due to your excellent help. Thanks again and once I get in place for photos I will snap a couple and provide them as evidence for all to see. Semper Fidelis!
