My issue (no power on passenger seat and front/middle cigarette lighter/2012 XC90) got fixed by replacing the relay on CEM under the hood. The model I used isManufacturer:

You threw me off by saying it was under the hood. The CEM is under the dash

It's also under dash, but I need open the hood to remove a vending part to remove CEM.
Maybe it is different part version of the relay you used?

Can't tell if that's the reason or not. These are same 12V and 70A, only difference is the version,
511 has a resistor and 439 uses a diode
