spray on contact glue. or pop it off and replace it. there is a bolt toward the top of the piler, remove bolt (possible cover over bolt like "srs"), remove weather striping by pannel, then pull toward you. it will pop (sounds like it broken) then look behind pannel and remove special clip at the top, you see it, it has two pieces and attached by a thin plastic molded piece. then slide up out of dash. install do in reverse order.
note becareful of air bags behind pannel.
good luck don't get hurt.

tried spray on 3M glue, wife overdid it, seeped through, butt ugly. But better than it flapping. Might replace, looks like $150 for a pair of new ones.

Thx

Good advice to use eirevolvo.com for Volvo XC-90 replacement A-pillar fabric trim (1-800-441-3743). They indicated to me that they get calls "all the time" for replacements. [So much for superior engineering :-( In 2016 prices, for a 2006 XC-90, the cost, with shipping, was $90/pair. Cheap in comparison to a pissed off wife.... I too used spray-on glue which seeped decomposing foam through the fabric, and made it a tan brown mess. Thought about using fabric paint to neutralize but that could be haphazard...so replacements it is!

Given my headliner is sagging left, right and center, I saved the cash, bought a pack of small binder clips, put them in a line an inch apart all along the front edge, removed the handle bits. Cheap but doesn't look too bad.

If the headliner was OK I would spend the cash, same for the seats.

Pity, has been a fantastically reliable vehicle otherwise, easily the most reliable vehicle ever owned. But the trim is such a letdown.
