Exclamation Camber issues causing car not able to drive in rain or snow

Ok so I'm a new volvo owner. My brother in law talked me into buying a 2002 Volvo v70xc. It had some issues when I bought it but it turned into a bigger job than what I expected. The tires were way worn on the front due to it not having an alignment. I bought two new tires and had an alignment done at a place I trust. They could not get the camber in spec. the correct spec is -.3 degrees. It could only be brought in to -2.3 degrees. It has already worn the front tires out and they need replaced again. I'm looking for help as to how to fix this issue. They stated that the tie rods had been brought in as much as possible to obtain the -2.3 degrees. He couldn't tell me what was the cause but he stated that it could be the control arms and/or the struts causing this. I need help trying to determine what to test and what to replace so I can get this baby back on the road. Also, the DIM went out a few weeks ago so I need to get that fixed as well. Any ideas the best way to get this fixed would be appreciated. Dealer wanted $1300.

Umm messing with the tie rod isn't goig to help out with camber very much. You can try loosening the bolts that bolt the strut to the knuckle and moving the angle. If that doesn't work then something is bent and needs to be replaced.

What would you recommend replacing first...control arms , struts, or another component. I did try to move it but it didn't come out at all.
