Cool 850 GLt won't start

Maybe some of you can offer insights, suggestions. I'm at my wits end. I've got a 1995 850 GLT. For about a year now, maybe longer, on occasion when i go to my car it will not start. I turn the key in the ignition, the lights on the dash all come on, the radio works, but it will not start. it does not make a sound. So after several tries I'll rush back inside, log on, reserve a rental car, go back and call Uber, go pick up the rental car, and by then my car is starting.

Over and over and over this is happening. Battery is new, it's not the alternator, it's not the starter...I've had the car into Vol-Repairs here in Atlanta more times than i can count. he'll keep it and try and try to find the issue...to no avail.

Ramon is good, he's an honest mechanic, i doubt there is much about Volvo's that the man doesn't know. he can't figure out what the problem is. I'm worn out...and renting cars is getting to be expensive, even with my Costco discount. So do any of you have any suggestions?

why is the starter ruled out as a possible cause? Intermittent problems are often the worst since you need it to fail to see why/where... Assuming as you say you turn the key and no starting sounds (ie no solenoid click? or a click and no cranking of the engine?) The suspect areas here are 1) cables/wiring to the starter 2) ignition switch 3) the starter itself. Have you tried wiggling the key when it fails to start (to see if you can induce some contact in the ignition switch)?
