Post 2005 XC70 Headlight circuit out

First post here. My driver's side low beam/daytime running light is out. Tried replacing the bulb, checked the fuse and looked for a shunt resistor but couldn't find one under the dash (behind the OBD where there is only a fuse panel that I can see). The bulb is a regular 12V so no high voltage ballast in this model. The open circuit voltage at the bulb connector is 0.7V, the fuse has 12V on it. Has anyone had this problem or can advise me on where the shunt resistor/CEM is located? I presume it has this shunt resistor since this is what gives me the display reading of'bulb failure low beam'. Thanks--Martin in California
