time for testing, rather than just replacing things..

p.s just realized you posted this 1984 240 problem on a thread about a 1991 740 Regina, so I'm going to move this to a new thread.

ignore:
first, find and remove the tank pump fuse (its fuse 4 on later ones, but I'm not sure about a 84), and locate the 'clock' fuse (8 on later models) and use a small alligator clip jumper to go between the left clip of the clock fuse (this is ALWAYS POWERED!) to the right clip of the missing tank fuse, WITH THE IGNITION OFF... the tank pump should spin as long as that jumper wire is in place, so go around to the gas cap, remove it, and you should hear that pump humming quietly. now remove that jumper, replace the tank pump fuse, and replace the jumper and BOTH pumps should run, you should hear the main pump humming under the car... maybe some air gurgling through the system til its all flushed back to the tank. if you hear both pumps running, leave the jumper in place and try starting the car... if it starts, then something is still fubar with the fuel pump relay circuit.

edit: in 1984, tank pump is fuse 5, always-on power is fuse 8. your fuse panel might say that fuse 7 is 'main pump', but thats only used on K-Jet cars. LH-II cars do use fuse 13 as the ECU power.... and wait-a-minute, my 1984 diagram doesn't even SHOW a tank pump... so the only fuses are fuse 13 for the ECU (fuel injection control unit), and an inline blade fuse near the left fender for the whole system including fuel pumps.

so, removing fuse 5 does nothing. skip that test. with the ignition off, jumper from the left side of fuse 8 to the left side of fuse 5, and that should power /the/ only fuel pump... you may well hear the fuel gurgling through the system, and certainly should hear the main pump humming.

I'm not sure when they changed, but at some point in the 80s Volvo stopped badging the cars with different numbers just using 240 for all. The vin and other spots still make reference to the older numbering system 242 (2 door), 244 (4 door), 245 (wagon). A little confusing but 240 wagon and 245 mean the same thing.

no sound even with the jumper trick?

that bypasses the relay, so its the wiring between the dash and the pumps, or the new pumps themselves are bad.

this car *is* LH-II injection, rigth? all US market 84's should have been LH, but world market cars may still have been KE-Jetronics (aka CIS-E). LH cars have a "AMM" (aka MAF) in the big air hose between the air filter box and the throttle body, and a fuel rail with an electrical connection at each injector, while KE-Jet cars have a fuel distributor assembly, with metal tubes to each injector, and no electrical connections at the injectors.
