Default 1988 240 DL wagon turn signal acting strange

I just replaced both headlight/turn signal assemblies (with used ones off an 87 sedan) on my daughters 88 240 wagon in order to get it to pass VA state inspection. The headlights passed (old ones were yellows and cracked) but the passenger side turn signal is behaving strangely. So it flunked inspection anway....

The upper (parking light) bulb is unusually bright and the lower (turn signal light) bulb blinks very weakly. I've swapped #1157 bulbs in and out but no change. The turn signal is blinking veryrapidly on that side as well. The drivers side parking light/signals is fine. When the inspector held the bulbs in bacwards, they seemed to function OK. Also I grounded the light to a bolt on the fender and not behind the windshield washer reservoir as normal.

Any thoughts??

Bad ground connection(s), clean the sockets and terminals. Use a dab of dielectric (tune-up) grease on the connections.

Re-grounded it in the right place this timeand cleaned terminals. No difference. Went to the junk yard and got another turn signal and installed it. The way the ground is run from socket to socketis slightly different on this one.

Now the signal is working fine (bright and slow) but the parking light is not working! Swapped out lots of 1157 bulbs but no joy.
