The first thing that happens during starter cranking is the RPM sensor (crank position sensor) puts out pulses to the ICU. That has to happen before the coil can put out a spark. Check the RPM sensor. It should be mounted at the top of the bell housing behind the engine. Sometimes the wiring gets frayed.

Check your crank position sensor as Blue Goose suggested,but I think it's your radio suppression relay.That relay is a very common problem to 740's.The RSR applies 12v to the injectors and fuel pump relay,It's attached to your coolant overflow tank on the passenger side of the vehicle.
