I put all the parts back on and it ran pretty similar to before the o2 and fuel filter change( I think it ran poorly because the air meter was stuck, presumably because of a backfire). No noise out of the frequency valve but after some testing I found that the relay is not working properly. I jumped two of the terminals and the engine revs a bit but if I keep them jumped it dies. If I jump them on and off it revs a bit and after doing so the engine reved up with the throttle vs normally it bogs when you open the throttle only to rev a bit once you let off, by the time I had my tools cleaned out of the engine bay to test drive it it was back to its normal no rev with throttle. Cold starts still suck, I don’t thing the cold start injector or idle valve are operating.

Did some more testing today. The relay that powers the frequency valve is not getting enough voltage(1.55v) to switch it on so I jumped it and the frequency valve does work, ran the best it has since we’ve owned it unfortunately the inline pump died shortly after we left the driveway for a test drive. I also tested voltage to the cpr as well as the icv and cold start injector, the cpr is getting just under 5 volts and I’m not getting anything at the icv or cold start injector.
