Default 90 245 Fuel pump issue

I have a 90 245 that developed a fuel issue after being parked for a few months. Prior to that, it always started instantly. I popped the cover on the ECU/Fuel PumpRelay, and manually toggled the fuel pump relay, which enabled the car to run if held continuously. The relay coil has continuity and there are no cold solder joints. I found the two ground wires on the fuel rail to be crusty, so I cleaned them up and put new terminals on, but that didn't fix the problem. Any ideas??

Other than a "fuel issue," it's not clear what the problem is. If you haven't done so I would replace the fuel filter. Car sitting for a few months = cruddy gas = clogged up fuel filter.
