Default 940 Steering wheel play

My 1994 940 has a play in the steering wheel, takes slight corrections to keep it straight on the road, lacks "on center feel". Now, the suspension is fine, no sign of wear in ball joints, bushings, etc. The problem feels like it's in the steering wheel shaft itself- when stationary the steering wheel can be moved about 2.5 inches before the wheels turn. My other Volvos have may be .5 inch of "dead play". Any ideas?

my 91 745T has that same dead feel at top postion, but I dont have to fight it to go straight. My dad thinks it might be a worn gear in the rack or something??? I dont know.
