Default Car won't start no fire or fuel

1990 Volvo 240 won't start. I think the anti theft system is locked out. Any ideas on how to get around the system?

Checked the fuse nearest the battery. It has power on both sides.

Check rpm sensor and fuel pump relay.

Do the tests in link I provided in the other no start thread above.

Need to determine if you are getting rpm signal first.

Do the fuel pumps fire while cranking? Have a friend crank engine and put your hand on pump and see.

Take a good look at rpm sensor wiring from top of bell housing.

The pump may prime, but there will be no fuel pump operation during cranking without spark.

The fuel pump relay is new. The rpm sensor has power. The car started up and ran poorly. Turned it off and now it doesn't re start.

Does it even spark? unplug Coil-to-cap wire, lay it close to the strut mount stud, crank engine, see a spark??

And I think this link needs to be stickied.... seems like there are lots of 1989+ RWD no start issues. DO YOUR READING AND DO YOUR TESTS!!!!! DO YOUR voltage and resistance tests at the ECU plug!!!!

The fuse holder closest to the battery ended up being bad. Car runs smoothly after replacement. Thanks to all who made suggestions.

Told ya to start there!

When you said you had voltage on both sides of fuse, I almost typed that you need to do a better test. It needs to pass more than just a 12v trickle. It needs to be completely clean and corrosion free.

That wire powers up the fuel injection relay, so if its dead, your computers and fuel pumps are dead too!

How did you find out fuse holder was bad? A visual the test can reveal it, or if you bothered doing any of the tests in the link, there is a section where it has you perform tests there at the relay plug to confirm proper current flow and function of the fuel injection relay.
