Kind of crude, but you can smack on the top of the dashboard when everything is on and the gauge is reading low, and if the gauge starts working, then you know it's either the gauge/wiring/printed circuit board.
Otherwise you're looking at a sending unit. Kind of a pain on these cars, but you don't have to drop the tank. There is a 10" X 10" black cover in the trunk behind the back seat, under the carpeting.

Did the gauge instantly start registering?
If so, it sounds like it's the gauge, wiring connector to the instrument cluster, or the "wiring plate", which is likle a printed circuit board.
Sounds like it's pretty consistent, if you pull the instrument cluster and leave it connected, you may be able to wiggle the connector and see if the connection is poor, or check voltage reading at the gauge to determine the faulty part.
I've had to diagnose at least 5 of these or so, and sometimes it all starts working when you take it apart, so it can be tough to diagnose. Hope you find the problem.
