Default fuel pump won't stop running

So I have a 79 Volvo 240 series and it rules. But right now it won't run. Whenever the battery is connected the fuel pump just runs continously and all my warning lights come on. There's also a buzzing noise from the dash. I tried to unhook the fuel pump and the buzzing and lights didn't go off. Really weird. Anybody seen anything like this before?

I did just get an oil change after forgetting for about 6 months so that might have something to do with it...

On the fuel pump running continuously it sounds to me like the fuel pump relay is stuck in the on position. Passenger side footwell above right foot behind carpet, large white relay.......This however does not explain why car does not run....or maybe it does tap relay with thumb and forfinger ifit starts working ....replace.

I have same problem with by 1990 240 wagon, couldn't find the relay until I found this post.

Mine seems to have gotten water in it, which makes sense since I last drove it in a downpour.

Thanks!

water *shouldn't* get under/behind the dash... it might, however, if the drain hoses to the vent tray forward of the windshield are plugged up. I find a guitar string or bicycle brake cable is perfect for unclogging those... run it up and down a few times, then flush the hose out with some water, repeat til it runs clean.

also, if you have a sunroof, there's drain hoses that go from the drip tray around the sunroof down the A and C (or D if a wagon) pillars. these are harder to get to.
