Default Help needed, Volvo died on road, buzzing in engine compartment

Ok, so I'm in a parking lot right now. The story:
On I40, 82 Volvo 245 DL engine shuts off, no power, electrical system still working.
I'm able to coast up a ramp to a parking lot. Try to start, can hear fuel pumps working. Tank has gas. Spin all fuses in case. Open hood, no weird smells or leaks. Pull 25a relay on left, looks old, but have a 50a hella relay, see if I can get it started. Place that in the connectors, and immediately a buzzing noise starts coming from near the distributor cap. Won't start with 50a relay either. I realize that I have heard the buzzing noise every now and then while driving, and I thought it was the 25a relay failing.
Ok, so what is the buzzing, and how can get the car started?

what relay is this? the fuel pump relay is behind the dashboard on every 240 I've seen. 740/940's have a 'radio surpression relay' under the hood on the left fender, but thats not on any 240.

is this 1982 a K-Jet (mechanical) or a LH (electronic) injection engine? I know very little about k-jet systems, and my wiring diagrams are missing 1981-1983 model years.

Ok, so looking and listening, it's apparently the frequency valve making the buzzing. Any ideas if that would stop the show?

ah. thats a k-jet thing, completely outside my comfort zone. I've had a few k-jet cars but none of them ever had anything go wrong relating to injection, so I remain blissfully ignorant.
