if neither pump is running, it just might be your fuel pump relay, that would be simple
some late 940s' have a different setup with two separate relays..
all LH 2.2/2.4 740/940's up to 1993 used a single large relay module that had two relays inside it, in position "E" in the relay panel (middle row, left-most relay as you face forward). this double relay, one half is the power for the ECU and stuff, and the other half provides the power for the fuel pumps. on these cars, there is an additional relay under the hood called the 'radio suppression relay' which powers the fuel injectors.
on many 1994+ cars, they got rid of the dual relay, and went to a single relay in position "M" for the fuel pumps, and rewired the 'radio suppression relay' to power the ECU as well as the injectors. that single relay is the same part number as the blue fog lamp relay in position "F", so you can swap those (assuming you have fogs) to test it.
