Well I can get no good ideas on how to fix my odometer from any local shops unless I am willing to surrender an arm leg, and at least 35 feet of small intestine. So after watching a few video on You tube, maybe my capacitors are bad? I did get and try a whole instrument cluster and I have the same problem. No odometer at all, and my speedometer is at least 15 mph off.
Where can I get some of the new capacitors?

You can get capacitors anywhere, Radio Shack, E bay, etc. The problem is, unless you are pretty skilled with micro electronics, the repair is pretty fiddly and many times doesn't achieve good results.
