My steering column has always had a little bit of play up and down and I believe it's due to the bracket that's right under the gauge cluster. I removed the two plastic pieces, top and bottom, around the column, along with the gauge cluster and the fabric bit that holds in all the wires above the pedals. I believe the bracket is loose due to two bolts, however, the bolts have a head that doesn't look like anything could attach to it

the bolt looks something like that. the head is circular and it angles into the center where there's a smaller flat circle. the other side of the bolt is just the threads. how does one tighten this
