Default Steering issue

So i have this weird issue with my steering on the 240 the steering feels uneven when driving so i jacked up the car and when i turn The wheels by hand i can hear what sounds like gears turning and if i turn the wheels fast it moves the wheels quick and then slows down to normal and spits power steering fluid from the reservoir so im thinking is my steering rack going or is it something else

I'm not sure I understand your question but if you have stiff spots when turning the steering wheel then the problem may be the u-joint on the steering column binding up. I had this problem on my '90 and found it to be the u-joint.
