Where does this wire go and what does it do

 

I have no idea what this wire does or where it goes can someone help

 

Probably nowhere. Unless there is some obviously disconnected or not functioning equipment/plug I wouldn't worry. There are several such unused plugs in Volvo for equipment not available in certain markets, not used, etc.

 

Could be the remote starter connection (it's been a long time since I connected to one) 240s have an extra wire that if you send power to it (with your remote starter switch) - will activate the starter solenoid with the car in park or neutral - easy way to connect to check compression, etc.
