Hi,
I had the same problem on our '93 940...but if you're lucky like me, it won't be the regulator- they're expensive.
Mine started with 1 window not rolling up...eventually none would roll up. The problem was in the switches...one of them had gotten dirty and dislodged (internally there are a few metal strips and ball bearings) and to the circuit was not operating properly. I took an afternoon and cleaned all of the switches and now everything is perfect...
It will take some time, start w/ the problem window (you may only need to do that one, I did all of mine on a "while I'm at it" basis) and take out the switch, pry it open, clean and reassemble. careful not to lose any parts or break too much of the plastic housing (which is bound to happen to some degree)

Check the fuse first. then check the switch. then dig into the door. though it is easy to remove. there are at least three clips on the bottom of the window to remove the siding. dont forget to remove the lock cap. also the speaker grill should slide to the front of the vehicle to remove.
