well... I had this same problem recently with my 96 volvo 960.
it was easily remedied by lifting the hood and tightening a bolt that held the wiper arm base to the base). Be sure that you let the wipers cycle once before you do this to *help* ensure the motor is in the correct position, or you may screw it up when you start to use it.
Turn on your wipers on the lowest setting, get out of the car and look at your pass side wiper. if it looks like it's twitching, ever so slightly, it's probably that bolt. Turn off the wipers, and car to be safe, lift the hood(to get to the bolt) and just tighten it. Problem solved.
Let us know if that pans out.
