1994 Volvo 850 223K mi
I have an electrical problem with the fan/AC (lights blinking). The dealer feels its from an electrical junction box and will take about $1500 dollars in parts and labor to fix the problem. Is it worth it? The engine was recently tuned but the car also needs shocks and struts.

No way it's $1500, not even $150.
The blinking LEDs indicate that there is (are) trouble code stored and is not uncommon on the 850s.
Since your 850 is '94, you can manually access the trouble code and reset/clear it. Socket B-2 is the one for the climate control ECU access.
If your A/C works fine after the blinking stops, I would leave it as is.
