1995 850 T-5R - unknown opn valve???

Default 1995 850 T-5R - unknown opn valve???
I found this open valve on my 850. Wach video.
Can some one tell me this is right or should this be caped?

That is your cruize control module and the open tube is normal. Nothing attaches to it.
