I have a 1997 volvo 850. It has been sitting for a month or more waiting for a ABS module. Received the module and put it on, tried to start the car but of coarse the battery was dead and it would not jump start. Put a new battery in the car. The flashers operate all the time lights on the dash come on, but no sound when the key is turned.

 

Try locking and unlocking the car and trying to start again.
Lock it with the key and everything closed.
