how do i test the blower resistor?

There are four pins on your resistor, labeled 1 - 4. Pin 4 is the common.
Measure the resistance between pins 1 & 4, and then 2 & 4, and 3, & 4. I don't have the absolute resistances but the resistance should decrease as you go between pins 1, 2, and 3.
If you read an open circuit on any or all of the pins the resistor is bad. There is a thermal fuse in the common line that can be replaced but you should use silver solder and it takes a lot of heat.
