Default Key won't spring back to running position

When I start my 1994 850 Turbo the key doesn't spring back. The starter remains engaged. Which part of the ignition do I replace? The electronic side or the key side?

I believe the key part. I have had two 960's with that problem, where it did not return all the way back to the rum position so I had to turn it back a little to engage the accessories. It never stayed in start where the starter would stay engaged but it did not return far enough to the run position.
