Or pull the rear rotors and see if the parking brake shoe material has fallen off the metal shoes. Mine were so rusty and cruddy the brake material and the pins to hold the shoes in place had gone missing. Figure they fell off from age and moisture and just got chewed up by the spinning rotor. Last picture you can see my shoes had no material left on them.
If the shoes still have their material on them you can back off that screw some at the handle and start taking up some slack using the star wheel at the top of the shoes until you feel a slight drag when you spin the rotor. Once you have the two wheels adjusted you can then fine tune it with the adjuster at the hand lever.
The shoes you can get at Oreilly or autozone but the hardware kit I could only find at FCP.
