When my tires our out of balance they shake at certain speeds. Like 68 - 72, then again at 85 - 92, then start again at 105. I asked them to balance them up to 80+ but they say they do it to about 45 mph.

Is it a shake or a vibration? Is the whole car vibrating/shaking? Does it shake/vibrate on acceleration and then go away? Does it shake at a sustained high speed? Where do you feel it? In the steering wheel? In the wheel areas?
If it's only during acceleration but then go away when you maintain a single speed, it's your axles. If it is vibrating/shaking even when traveling at a consistent speed with no acceleration that it is probably a wheel balance issue.

Your idea of balancing the tires first is good, get that done and see if the vibration is gone.
