02 s60 clicking when key is turned past accessory

Default 02 s60 clicking when key is turned past accessory

The car was running rough before, but now when i turn the key on nothing happens. If i insert the key, the dummy bell sounds, but if i turn it to the "I" position, a clicking (sounds like electrical arcing) sound comes from the left of the steering wheel. I attempted to start the car and all the dash lights turned off and wouldnt come back on, so i replaced the ignition switch fuse and the fuse that has the instrument lighting attached to it. This made the lights come on again and the clicking still persisted. After changing those fuses, the electronic locking system doesnt work. Any help is appreciated, need to get this car running asap.

We've tried 2 different batteries and we tried the original while hooked up to a jump starter. All of our tries have ended up with the clicking.

Looks like CEM issue but if fuses were blown it can be some shorting.

How could i test to see if it is the CEM? Before it did this i had DTCs in the ECM and PDM. Could those have an effect on this?
