The fuel filler door is locked with the car.

I think what ES6T is trying to tell you is that there is no "unlock" button like on the later models. The default position is open until the car locks. If you can open the filler door with the car locked, then either someone has broken the tab off the fuel door catch or the lock mechanism is defective/disabled.

How would I get in there to fix it myself because I would much rather not go to a mechanic and have them fix it and charge too much

If you pull away the trunk paneling on the RH side, you'll see the mechanism in there bolted to the body. Get a good flashlight in there and you will see how it is attached. My guess is that someone already unplugged the solenoid but changing them is pretty easy. They are not expensive to replace.

Another common problem is the fuel door hinge cracks. This causes no tension to hold the fuel door closed. The causes the lock rod to not fully engage because instead of going through the hole for it on the fuel door, it hits the tab and does not lock.

I don't know if it's the same for your car, but in my 2004 S40 1.9T's manual, it says that the fuel door remains unlocked for 10 mins after you lock the car. It locks after that.
