Blower Fan Speeds Up When Braking

The blower in my 1998 S70 with climate control failed - I had noticed the day or so before it up and died that it would go to full speed when I would hit the brakes then go sloooow as soon as I hit the gas - so I figured it was the fan. I replaced the fan with a working (tested unit) from a dismantler and it was working great for a few hours, no noises and lots of air flow, and then I noticed the same braking = blower acceleration problem coming back. Now that I am a couple of days into it the problem is getting worse and when I am not pushing on the brakes the blower speed is getting slower and slower. I have seen a couple references to blinking lights on the climate control and I have noticed that once or twice in the past prior to the previous blower failure and it was very random and the times I noticed it were days or weeks apart.
Should I replace the blower AGAIN or should I be looking at the CC unit or resistor?
I am on a budget so I am trying to replace only what is broken
