Default whirring noise from front end drivers side

I recently I changed both of my front tires, balanced and mounted and the noise is still there only while driving. I noticed camber wear on the inside of the tire. what would cause the noise? I changed out the inner and outter tie rods and down links on both sides of the vehicle but still makes that whirring noise while driving. sounds like a 4x4 tire. I'm wondering if it could be the wheel hub? anyone have a similar situation. I dont wanna waste any more money trying to figure this out. Thanks gang!

i have a wiring noise whenever i turn car on or off, but i think its the antenna motor that is broken ?
