Default Volvo s80 p2, 2.4d, 2007, heavy power steering at low revs

Hello
I bought the s80 with heavy power steering ,my local mechanic said it is the pump. When in neutral or when doing parking maneuvers ,the steering wheel is hard to turn ,but as soon as i press on gas the steering becomes light again.No trouble when cruising
He replaced the pump(a refurbished one),greased the joints of steering shaft, the fluid level is ok ,no noise from pump and no leaks from pump ,reservoir or rack.
He flushed and bleed the power steering system (doing left/right few times), cleaned the reservoir and blown with high pressure air the filter and put new fluid in(I was there)
He looked under the car and said that the rack isn't servotronic and potentially I will need a new rack ,but in the meantime to run the car for couple of days to see if any improvement .
On the way home , the steering was no difference, but now the pump is noisy when steer and gets louder if I rev the engine and steer while in neutral
Can it be air trapped in the system? Or the "new"pump is faulty?
I am afraid that changing the rack wont fix the issue
Any advice is much appreciated
