I don't know, but the wiring harness can't, neither can the cars coming at you be able to see, neither will the police when they haul you off to the slammer, neither will anyone who may shoot you, etc etc

It is not dumb and no, a cop will not cite you. IMHO all cars need brighter headlights than come standard. Any time you can outdrive your headlights at highway speeds your car is not safe.
Compliance with the law (and being nice to oncoming drivers) has little to do with the brightness of the bulbs and all to do with the headlamps being properly aimed.
Yea a little harsh on the dumb comment! I would not recommend upgrading to a higher wattage bulb. The reflective internals of the light could melt or warp from the extra heat. The load on the wiring harness could be dangerous as well.
You could always go with e-code lenses. E-codes have a slightly different pattern in the glass than DOT lenses. They are designed to aim all of the light at the ground while emitting a very pretty sharp cut off line. Because of this, they throw off roughly 20-30% brighter beams of light. If you just swap the lenses with e-codes and leave the stock 55w bulb, that alone will be a drastic improvement. If you also threw in an HID kit, that would be a night and day difference. Just make sure you use the same wattage. Remember watts are a unit of power (work/time), not light. First law of thermodynamics, "no work can exist without the release of heat." So more work = more heat, leading to premature deterioration of wiring harnesses. Hope this helps.
