Default Strange low speed vibrating

Hello! I have a 1998 V70 AWD (non-turbo). I've been experiencing a vibration coming from the front passenger side when braking. The vibration will start usually once I'm below about 10MPH, and then goes away when I am completely stopped. The issue is intermittent, although it's pretty rare this vibration doesn't happen. Another strange thing that happens is if I am on a downhill and I brake it vibrates like it does, but continues to vibrate even after I come to a complete stop. I put it in neutral when this was happening (stopped on a downhill), and the vibration sound stopped.

I'm at a bit of a loss for what this could be. Any specific things I could test for? Has anyone else experienced this?

Just to provide a possible solution if someone else experiences this: the vibration was a combination of a bad serpentine belt tensioner (tensioner would bounce around causing noise when stressed), and a bad lower engine mount (passenger side) which was mashed down in place, although not completely failed.

Took me about 4 hours to replace both, noise gone, engine idle speed improved.
