are you referring to the lines going to/from the compressor or the air coming out of the dash vents?

The lines to/from the compressor should be warm and cold. The way AC systems work is the line from the compressor to the condensor has the refridgerant that was just compressed which heats it up, and its the job of the condensor to extract the heat (ie like a radiator). As the refridgerant flows into the evaporator its expanded which cools it off so the evaporator extracts the cold (the reverse of a radiator) to chill the cabin air. The return line from the evaporator to the compressor still has the cool expanded refridgerant so I'd that line to be cold to the touch. If you have a cold return line (to the point of frosting up) then your AC is working normally.
