Just replaced the blower motor and resistor, now it only blows on high and the control panel lights don't work. The parts are all in working order, tested fine. Where do I go from here?

 

cooling fan as in the radiator fan or the blower motor for the interior. If your interior blower is only running at full speed, the ballast resistor or connectors to the ballast are not shunting current through the resistor. The blower will run at full speed because the resistor is bypassed.
