My tailgate would not open. I was able to pry back the trim and release the catch and get it open. I discovered that the latch mechanism will not move the rod back into position so that the rod will hit the "catch" and release the tailgate. It just so happened that I had a new latch mechanism for the tailgate in my possession as I had previously installed a rear facing child seat (but never use the new latch....) I installed this new latch - same problem. My mechanic (volvo expert) said there is no relay switch for this. I checked any and all fuses. He says that it is probably a software issue (what else is new) Any ADVICE OUT THERE??

Have the REM codes checked.
Also I have seen the wiring harness break at the hinge.
