Default 91 240 getting hard to start

Hi there,

I know there are many no start threads here and ive tried to sift through and see if i can narrow it down but maybe my issue is a little different. Here goes:

I have a 1991 240 auto w/ 180k, basically i have replaced the cap/rotor/plugs/fuel filter just as a preventative tuneup. Heres my problem. I suspect that the fuel pump(s) are probably failing because i doubt theyve every been changed out.

The car has been getting increasingly hard to start, it will turn over but tries to idle and then dies, if i give it some gas i have a better chance of idleing but it usually takes a few times to get it to idle. I have read that there is a 25amp fuse in the engine compartment that comes directly off of my positive battery terminal but i have looked and i dont see any thing of the sort. I have Jumped my fuses #4 and #6 and the pumps do not turn on, does this mean my relay is bad? When i turn the key, usually i believe you should hear something from the pumps but i do not. after i tried jumping the terminals on the fuse panel i put the fuses back and the car will start, even though its hard it will start so i figure that something is working. Im a little concerned that the pumps dont activate when i jump the terminals , because on my previous 240 they came right on when i did this. I mean i dont hear anything at all. But when the car finally does idle it doesnt stall until the next time i try to start it. Any ideas?
