Engine surges at idle and stumbles when accelerating

My 1995 Volvo 940 surges at idle and stumbles or dies while accelerating. Replaced plug wires and plug as well as all vacuum lines. What could be the problem.

MAFS? It causes all kinds of weird symptoms. Also, clean the throttle body and the idle control valve.
