Proper way to adjust kickdown cable?

Default Proper way to adjust kickdown cable?

So my transmission is reving like crazy before shifting and thats if it shifts at all. Im sure this is the problem.

How am I suppose to adjust this? I see it has two nuts on it, I loosen them both and im able to push the cable in or pull it out, however all that slack remains.

So basically, im stumped, I dont think all that slack is suppose to be there and I dont know how to adjust this. Its not like the throttle cable which is pretty easy to understand.

edit- Guess it would help if told you what the vehicle is, lol. Its a 92 volvo 240.

Well then can somebody take a picture of theirs and ill adjust mine to match it?
